TECHNICAL COMMITTEE
MANDATE
The Technical Committee is JP Sports Group’s sporting, welfare and methodology review body. It advises on athlete pathways, programme quality, scouting standards, evidence and human-protection risk. It does not replace legal, medical or operational decision-makers, and it does not approve an individual athlete unless a documented mandate assigns that role.
OPERATING RELATIONSHIP
JP Scouting Office is the protected operational point for field observation and scouting records. Its location is not publicly disclosed. Global Scouting Bureau describes the coordinating function across regions. The Technical Committee provides methodological and safeguarding review where mandated. These names are related, but they are not interchangeable.
REVIEW SCOPE
• Pathway logic and programme quality
• Observation standards and evidence provenance
• Welfare load, escalation and family communication
• Cross-border adaptation and responsible placement
• Post-operation review and corrective recommendations
SAFEGUARDING
The Athlete-Protection Protocol applies to the human risks around scouting and development. Decisions should be proportionate, recorded and open to challenge. When welfare is at risk, work can be paused, escalated or stopped. JPLAW retains legal and compliance functions; the Technical Committee’s role is sporting, ethical and protective review.
LEGACY
The Committee was established in 2025 and is ethically grounded in the memory of Coach Kim Hee-ho. The Bright Tiger Foundation supports this human-protection commitment. The purpose is practical: protect the person behind the player, make responsibility visible and ensure that performance never overrides dignity.
